Brecknock Consulting was engaged to develop a Public Art Strategy as a high level framework to inform the commissioning of artwork funded by Council through the Epping Central Developer Contribution Plan over the next twenty years.  The strategy provides both a conceptual basis for planning future projects and a practical structure and implementation guideline. It is anticipated that Epping Central will transition and transform over the coming decades into an outer urban centre for the city of Melbourne and a principle activity centre for the city of Whittlesea.  Major arterial vehicular traffic will be diverted, enabling Epping Central to become a destination and hub for local communities rather than a predominantly transition experience and thoroughfare environment.  A pedestrian-prioritised environment with significant green and civic amenity will enable Epping Central to develop and express a distinctive sense of place.
